Accrington on Rails - The Tramways: A Complete History - Robert Kenyon

29.The passenger must be told if a ticket is incorrectly punched and asked to inform the Inspector of this error should one board the car. 30.Each passenger’s ticket should be examined after every stage to prevent a passenger from over-riding. 31.Conductors must issue tickets in their numerical order from the bundles. When tickets are drawn out from the clip they should be removed only when they are to be issued. 32.No ticket once used will be accepted again, and no conductor shall have in his possession any used tickets. Any conductor found to have a cancelled ticket in his possession under any circumstances whatsoever, or has been found issuing a used ticket to a passenger will be instantly dismissed. 33.Conductors must use pencils to fill in the Way Bills and these figures must not be erased. If a mistake is made and the wrong figures have been entered, the correct figures should be written in before them. 34.Conductors must enter the actual time of departing from a named terminus on the Way Bill. 35.When a conductor is required to ‘jump’ cars at a particularly busy time, issue tickets on that particular car and then to return towards the town centre, a separate Way Bill will be made out for each part of a route that he may be working. These Way Bills to be marked by the word ‘jumper’. 36.When collecting fares inside the car, the conductor must always start on the left hand side of the saloon nearest to the doorway. Having issued tickets and collected fares on that side he then must return along the right-hand side. On the upper deck he must first collect the fares on the end seats of the cars and then proceed by crossing from side to side along the car. 37.After collecting all the fares he must then call out “show your tickets please” to see that each passenger is in possession of a valid ticket before returning downstairs. He must then check inside the saloon to ascertain if any passenger has boarded the car whilst he was on the upper deck. 38.Passengers who board the car should be followed to their seat with the request “fares please”. Conductors are not allowed to punch tickets out on the rear platform of the car. 39.Should a passenger not have the money to pay the fare or a conductor having insufficient change, the conductor must take the name and the address of the passenger and the case reported to the General Manager who will see that the fare is collected. In such a case the conductor will not issue a ticket, but will note the points between which the errant passenger travelled. 40.If one member of a group wished to pay for more than themselves then the conductor must issue each member an individual ticket, in order to facilitate ticket inspection at the various stages. 41.Conductors are forbidden to allow any person not in possession of a permit or wearing a uniform to travel without a ticket being issued to them. 42.Conductors must not leave their cars en-route or at the termini whilst in motion, and when stationary the must prevent passengers boarding until all those who wish to alight have been allowed to do so. 43.Passengers must be warned of the dangers of attempting to get on or off a car when it is in motion, and every precaution should be taken to avoid this. 44.In any of the following circumstances the conductor must obtain the name and address of the offender and report this on an Irregularity Form to the General Manager. • A passenger refusing to pay a fare when asked. • Passengers smoking inside a car when being asked to refrain and cautioned. • Passengers spitting whilst on the car.
