during their removal shall be charged against the Contractor. U. The Contractor will be required to provide two sureties for the performance of this contract. V. The Contractor will be required to enter into a contract approved by the Town Clerk, for carrying out the contract and contain any more provisions which might be thought necessary. Double-deck Cars - to be on enamelled plates only, to be fitted over the Decency Boards, or top cover side panels, 18 inches in depth and 16 feet - 5 inches long. Interior advertisements - to be on ventilator window spaces in the upper parts of the windows, on coloured glass of approved tints, each not exceeding 2 feet - 3 inches long and 5 inches in depth. Single-deck Cars - exterior advertisements to be on enamelled plates on side-boards fixed to the roof, and with ornamental cards. 1913 (The greater implications of running the system now extended to the purchase of a tower wagon, and extensions to the Ellison Street depot to accommodate the expanding fleet. The question of providing enhanced passenger facilities in the town centre was a sticking point however.) January At a meeting of the Town Council, the minutes of the Electrical, Legal & Parliamentary Committee with regard to the contract to advertise on Accrington’s tramcars was declared invalid and closed! A motion was tabled by Councillor Parsons, seconded by Councillor Dewhurst, and it read “This Council give a six months trial to the following ‘additional’ fares on our Tramways. A 3 pence return to and from Accrington to Clayton, also a halfpenny fare between the town centre and St. John’s Terrace on Burnley Road.” Put to a vote only five were in favour and the motion was defeated. The Electrical, Legal & Parliamentary Committee received a letter from R. W. Courtenay asking for a one month rebate from his first-quarter rent for the right to advertise on the tramcars. This was on account that since the agreement between himself and the Corporation had only been signed on December, 23 rd last, he had not been given enough time to secure orders for advertisements before the January 1 st commencement! It was resolved this concession would be granted. The Tramway Manager suggested that all motormen should be issued with capes, and submitted samples and tenders for the supply of the same. It was resolved to adopt his recommendation, and Alderman Rawson was appointed to select the best. It was decided that the one from Messrs Pearson, Huggins & Co. at 17 shillings each for 36, would be the one chosen. It was further resolved to advertise for tenders for the supply of uniforms for the employees of the Tramway Department, and that a sub-committee would be appointed to examine samples and tenders for their supply. The Committee then received a deputation from the Amalgamated Association of Tramway & Vehicle Workers, and heard a statement from Mr Hurst on behalf of the Union’s Secretary. A final settlement of the long-standing grievances amongst the Tramway’s staff had been arrived at, and he thanked the members of this Committee on behalf of these men for the manner in which these problems had been brought to a resolution. February The Electrical Sub-Committee met to examine samples and tenders for the supply of uniforms for the men employed in the Tramways Departments, and recommended that the ones submitted by Messrs Briggs, Jones & Gibson of Manchester would be accepted as follows – a) 1 Chief Inspector’s tunic @ £1 – 7s – 6d, vests @ 6/3d, pair of trousers @ 12/6d and overcoat @ £1 – 12s – 6d. b) 5 Inspectors’ tunics @ £1 – 5s – 0d each, vests @ 6/3d each, trousers @ 12/6d per pair and overcoats @ £1 – 10s – 0d each. c) 64 Drivers’ & conductors’ tunics @ 18/3d each, trousers @ 10/3d per pair and overcoats @ £1 – 3s – 0d each. d) 14 Parcels youths’ tunics @ 16/3d each, trousers @ 9/9d per pair, and overcoats @ £1 – 1s – 6d each. It was also resolved to accept the tender from Messrs Zeffet & Co. for the supply of headwear as follows - 80 Drivers’, conductors’ & Parcels youths’ caps @ 2/3½d each, 1 Chief Inspector’s cap @ 5/- , 1 Ticket Inspector’s cap @ 5/- and 4 Inspectors’ caps @ 4/- each.
