was further resolved that there might be a re-arrangement of ‘certain’ stopping places on the tramway system to which the Committee’s attention had been drawn. It was decided that these would be referred to the Sub-Committee for further consideration. AGREEMENT between the Aldermen & Burgesses of ACCRINGTON CORPORATION and John Watts Courtney of Amberley House, Norfolk Street, London, ADVERTISING CONTRACTORS, December 23 rd , 1912. (1) The Corporation agrees to let the Contractor have all the rights for advertising upon 8 single-deck and 19 double-deck tramway cars of Accrington Corporation, as defined, limited and specified by and all subject to the terms and conditions, reservations and restrictions contained in the form of tender, and hereto annexed for the term of 5 years from January 1 st ,1913, at the yearly rent of £250, payable quarterly in advance of the first days of January, April, July & October, each and every year of the said term. (2) It is stated that if any quarterly payment should be unpaid or in arrears for 21 days, it would be lawful for the Corporation to cancel the agreement, and to take possession of all plates and glasses, and all advertisements shall then become the property of the Corporation, without prejudice to the rights of the Corporation to recover all arrears. (3) The rights shall be limited to display or hang no more than 4 cards on any one tramcar at any one time, to promote local events, and not to advertise anything but ‘occasional’ events. The Corporation’s manager shall handle all matters concerning local events, and keep contract accounts of all receipts and proceeds arising therefrom. These shall be open to the contractor for inspection at any time, and the amount and proceeds shall be equally divided between the Corporation and the Contractor on each of the days specified. (4) In all respects the said Form of Tender & Specification shall be read and construed as forming part of this Agreement, and both parties shall submit themselves to the conditions and stipulations as Witness the Common Seal of the Corporation and the hand and seal of the Contractor. SPECIFICATION of TENDER Based on the following data – Car mileage - 1910 - 482,224, 1911 - 519,823 & 1912 - 522,158.
Passengers carried - 1910 - 3,990,426, 1911 - 4,049,741 & 1912 - 4,336,545. Number of cars in stock, 19 enclosed top double-deck and 8 saloon tramcars. Approximate number of cars used in service each day at the current time - Day Entire day Part of the day Monday 14 6 Tuesday 13 9 Wednesday 14 6 Thursday 13 6 Friday 14 6 Saturday 14 11 Sunday 13 3 Holidays 14 12 Approximate car miles operated each day = 110. SPECIFICATION A. The Contract will run from January 1 st , 1913, to December 31 st , 1917.
B. The Contractor is allowed to advertise on all the tramway cars in the spaces specified. But he Corporation are not bound to, or are required to run any particular car, or cars, on any particular section, or sections of the Tramway. C. The design, colour, form, material, matter and method of display, shall be subject to the
