1912. It was resolved that the sum of £2,488 – 19s – 5d being the balance on this date, should be transferred to the Depreciation and Renewals Fund. May At a meeting of the Electrical, Legal & Parliamentary Committee, the Tramway Manager was authorised to have a pair of ‘Aberdeen screens’ fitted to one of the tramcars as an experiment, the cost being £5. The Town Clerk was then instructed not to renew the five year agreement with the Post Office, for the conveyance of their mails, postal workers and telegram messengers on the Tramway. He also intimated Haslingden Corporation were about to give notice to terminate their agreement with regard to the operation of the tramway’s system, along with the supply of electricity with which to operate it! July The Electrical, Legal & Parliamentary Committee met when the Sub-Committee was asked to remove the tramway standard under the arch on Whalley Road, as had been suggested by the General Works Committee. The Chairman reminded the meeting of the extra capacity needed at the electricity works, in order to meet the increasing demand for supplies to power the tramways. It was resolved that some alterations to the switchgear would be made at some additional cost. August At a meeting of the Electrical, Legal & Parliamentary Committee, it was resolved the Tramway Manager could obtain ‘current meters’ for the new tramcars. Then it was decided the Chairman, Vice Chairman and Tramway Manager could appoint an additional junior clerk to work in the Tramway’s office. The Borough Treasurer then reported the contract for placing advertisements on the tramcars was due to expire at the end of December. It was resolved to invite tenders for further contracts for three, five or even seven years. The Finance Committee received a report from the Borough Treasurer on the state of the funds with specific regard to the Tramway, for the period 1912 – 1913. These were as follows - Tramway Sinking Fund = £3,016 – 0s – 0d. Tramway Loans Fund = £332 – 3s – 0d. TOTAL = £3,348 – 3s – 0d. September The Electrical, Legal & Parliamentary Committee met when a letter was received from the Lancashire & Yorkshire Railway, giving their permission for the tramway standard under the arch on Whalley Road to be removed, on to land owned by them subject to a payment of five shillings per year. It was resolved the Borough Engineer should prepare an estimate for its removal and re-erecting. It was further resolved that the Borough Treasurer should arrange insurance for a number of tramcars not already covered by a policy. October At a meeting of the Electrical, Legal & Parliamentary Committee the Town Clerk reported, following invitations only one tender had been received for the contract to place advertisements on the tramcars, and this for a period of five years commencing on January 1 st , 1913. He was requested to arrange a meeting with this firm and following this, to report back on the outcome. The Borough Engineer then submitted his estimate for the repositioning of the tramway standard under the railway arch on Whalley Road to its new position at a cost of £11 – 10s – 0d. It was resolved he could go ahead with this work, and to agree to pay the Lancashire & Yorkshire Railway Company the five shillings per year rental for the use of their land. The Sub-Committee then accepted the tender of £1 – 4s – 6d each for a supply of mackintoshes for the use of motormen and conductors from the firm of Messrs Charles Mackintosh of Manchester. The Tramway Manager submitted revised timetables for the winter services, which would come into force on November 4 th .
