CLAYTON-LE-MOORS Every 10 minutes throughout the day except on Saturdays, then every 7½ minutes after 12 noon. OSWALDTWISTLE SECTION Every 10 minutes throughout the day, in the event of Blackburn Corporation Tramways deciding on a twenty-minute through service for their cars, OR a 7½ minute frequency in the event of Blackburn settling on a fifteen-minute frequency for their cars. BAXENDEN SECTION Subject to the approval of Haslingden Corporation, the frequency to remain unchanged with an ‘extra’ car being operated as required on Tuesday and Saturday nights only. The Electrical, Legal & Parliamentary Committee met to consider the recommendation of the Sub Committee with regard to the winter timetable, and it was resolved that from November 1 st , the following would be put into place - CEMETERY SECTION (Burnley Road). Every 20 minutes throughout the day every day including Sundays, then every 10 minutes after 12 noon on Tuesdays and Saturdays only. CLAYTON-LE-MOORS Every 15 minutes throughout the day on Mondays, Wednesdays, Thursdays and Fridays. On Tuesdays and Saturdays, every 15 minutes up to 12 noon, then every 7½ minutes thereafter, and on Sundays every 15 minutes up to 17:30 and then at every 7½ minutes thereafter. OSWALDTWISTLE SECTION Every 10 minutes throughout the day including Sundays. BAXENDEN SECTION To remain unaltered and subject to approval by Haslingden Corporation, and extra car to be run to and from Baxenden only after 20:00. On the subject of workmen’s tickets, the suggestion made by Haslingden Corporation for reducing the price of them was turned down, on the grounds that this would result in a ‘serious loss of revenue’. In respect of through running between Accrington and Bacup, it was reported that a deputation had again met with representatives of Haslingden and Rawtenstall Corporations to discuss this matter, and Rawtenstall had again renewed their claim to preferential treatment, not only in respect of any excess that might be used by Accrington’s cars over and above that of their own cars when running on their own tracks, but also like for like payment of any electricity used by their cars less than that used by Accrington’s cars when running on Accrington or Haslingden’s tracks. The Accrington and Haslingden representatives had declined to accept this latter claim in accordance with the Council’s previous decision by contending that, the most that Rawtenstall Corporation could in any circumstances be entitled to when joining with the other corporations in through running, was that they should incur no losses or be put to any disadvantage. That also against this claim the representatives from Accrington would raise a counter claim, that Accrington would be entitled to an allowance with respect of the greater seating accommodation and speed of their cars. This afforded their potential for greater earning power and an ability to make up for any delays more rapidly. In order to ascertain the consumption of electricity by the different types of car from the respective corporations, it had been arranged to fit a meter to one car from each undertaking, and for these two cars to be operated throughout the entire length of the route for a sufficient period of time following which the results would be analysed and yet another meeting would be arranged. It was resolved the Committee would approve and endorse these actions and the claims made by the representatives as set out in this memo. It was also resolved to request the Town Hall and Market Committee to make extra provision for the Tramway’s Parcel and Ticket Departments in the Market Hall, subject to the payment of a reasonable increase in rent. TRAMWAYS REPORT THE AGREEMENT WITH HASLINGDEN CORPORATION Two conferences had been held with representatives from Haslingden Corporation on the 15 th and the 29 th of January, 1909. Members present at these meetings were - The Mayor (Alderman Higham), Alderman Rawson, the Town Clerk and the Electrical Engineer from Accrington, the Mayor (Alderman Barlow), Councillor Waddington, the Town Clerk and Borough Surveyor from Haslingden. At these meetings the terms on which Accrington would supply electrical energy for running cars over the lines of
