A letter dated ( October 7 th ) was received from the Town Clerk of Rawtenstall, it read as follows – Dear Sirs, I beg to inform you that at this Corporation’s Tramway Committee meeting yesterday, considered the report from the deputation which attended the recent conference held in Haslingden of representatives from the three authorities. It has passed the following resolution subject to approval by your Town Council. 1. That providing satisfactory arrangements can be made, we agree to through running between Accrington and Bacup for a period of one year. This on condition that the differences in the cost of electrical units of energy used to power each tramcar per mile from our respective Corporations is paid by our respective authorities at the rates charged in their own districts. Failing an agreement as to this price, these matters to be settled by mediation and the cost of this arbitration to be born equally by each Corporation. 2. That Rawtenstall Corporation agrees that the figure of 4½ pence per car mile run is paid by and in respect of excess car miles run. 3. That Rawtenstall Corporation accepts the timetable for these services as agreed at this conference. Yours faithfully, J. S. Whalley, (Town Clerk, Rawtenstall). After carefully considering this letter and receiving the Chairman’s report on the recent conference of the three Corporation’s, it was resolved to agree to through running between Accrington and Bacup, providing Haslingden and Rawtenstall would agree to amendments to clause 1 as follows - ‘That providing satisfactory arrangements can be made, Accrington Corporation agrees to through running between Accrington and Bacup for a period of one year on condition that the difference, if any, in the units of electrical energy used per car mile by the tramcars of our Corporation when running over Rawtenstall’s lines in excess of those used by Rawtenstall’s tramcars when running upon their own tracks is paid by Rawtenstall. Such differences, failing an agreement on quantity and price, would be settled by an arbitrator appointed by the Board of Trade, whose costs would be apportioned equally between the three corporations and who had to ratify this new agreement. The Tramway Sub-Committee met and resolved to implement the following ‘winter timetable’ commencing operations from November 1 st – CEMETERY SECTION (Burnley Road). Every 20 minutes throughout the day, except on Tuesdays and Saturdays then every 10 minutes after 12 noon.
