June At a meeting of the General Works Committee, a communication was received from the County Surveyor intimating that the County Highways & Bridges Committee had requested the Finance Committee to enter into an agreement where they would repay in instalments the interest on a loan to be raised by Accrington Corporation in order to resurface Manchester Road following the lifting of the tram tracks, after the contributions from the Ministry of Transport and the Tramway Authorities had been deducted. It was resolved the Council should be recommended to enter into such an agreement, and that an application should be made to the Ministry of Health for permission to borrow such a sum as would be required to defray the cost of this work after deduction of the contributions referred to. The Transport Committee met when a letter was received from the Secretary of the Limbless Ex-Servicemen’s Association, asking in view of the fact that both Church and Oswaldtwistle’s UDCs would not fund free travel for their members who resided in their authorities, could the concessions be granted if the members themselves paid £1 – 1s – 0d each, could they have free travel for a period of twelve months? It was resolved that this request would be granted. A letter was received from the Committee of Victoria Hospital asking if response times for the ambulance could be improved upon in cases of ‘sudden’ emergency. It was resolved to ask the Victoria Hospital Committee to submit details of any future cases where they felt there had been unnecessary delays. The Town Clerk submitted a valuation from the County Council’s Valuation Committee with regard to the rating of the tramway undertaking. The Transport Manager was instructed to seek an exemption for those portions of the undertaking which ran through Altham, Church, Clayton-le-Moors and Oswaldtwistle, as from the dates of their abandonments, with a similar exemption for those sections which ran through Accrington. A letter was received from the Lancashire & Cheshire Tramway Authorities Council, referring to a resolution recently passed to them by the Corporation of Rochdale for their consideration, as follows - “That the representatives of the Lancashire & Cheshire Area of the Municipal Tramways Association be requested to take steps to secure a revision of the National Tramways Agreement”. It was resolved to reply, “That this Council did not agree with, and therefore could not support Rochdale’s resolution.” It was then resolved that the Town Clerk be asked to inform Blackburn Corporation in accordance with the terms and agreements between the two authorities of Accrington’s intentions to abandon the Church Section of the tramway. An application was made by the Enfield Brick & Terra Cotta Company Ltd, for permission to mount a direction sign on one of the Corporation’s tramway standards in Clayton. It was resolved to reply that the Corporation would soon be disposing of these standards with the abandonment of the tramway. July At a meeting of the Transport Committee, it was resolved that under Section 80 (1), of the Accrington Corporation Act 1928, an application would be made to the Ministry of Transport for an order authorising the Corporation to abandon the following lengths of tramway -
