5. The Corporation of Accrington shall provide and pay its own Manager and Inspectors to see that the Bye-Laws & Regulations as to the traffic are carried into effect on the tramcars. 6. The servants of Blackburn Corporation employed on a tramcar when operating over the Accrington Corporation tracks, shall obey the Manager and Inspector of Accrington Corporation. Any breach of duty, or incivility on the part of any servant of Blackburn Corporation, shall be reported to the Tramway Manager of Blackburn Corporation Tramways, and shall be dealt with by him. 7. The Corporation of Blackburn shall maintain a through service of cars between Blackburn Railway Station and Accrington Town Hall, during such hours and at such intervals as shall from time to time be arranged between the two Corporations and their respective Managers. They will carry passengers and parcels on these cars. 8. The Corporation of Accrington shall notwithstanding the arrangement herein contained, will be at liberty to run tramcars on the Accrington Tramway at such times and in such a manner in all respects as they deem fit, provided also that no such cars shall be run so as to unnecessary interfere with the through service therein provided for. Providing that Blackburn Corporation shall not, in running tramcars between Blackburn Railway Station and the junction with Accrington Tramways, or at any intermediate points run any such tramcars so as to interfere with such through traffic. 9. Each Corporation shall fix and determine the rate to be charged from time to time for passengers travelling upon any tramcar for any distance on the tramway of such Corporation, so that the fares do not exceed the limits imposed by Statute. The Corporation of Accrington shall receive and retain for its own uses, all sums of money paid either to its own servants or to the servants of Blackburn Corporation for the carriage of passengers on Accrington’s tramways. In order to carry into effect this arrangement, the colours of the tickets issued to passengers on each Corporation’s tramways shall be different, and the Corporation of Accrington shall, at its own expense, provide for the use of all tramcars running on the Accrington tramways tickets of the proper colours of each Corporation, and all Way Bills & Cash Slips. 10. Each Corporation shall provide within the areas served by its own tramways facilities for the receipt and delivery of parcels carried, or to be carried on the through service. The rates to be charged for the carriage of all parcels over any parts of the tramway systems of both Corporations shall be mutually agreed upon by the two Corporations. The sums received shall be equally divided between the two Corporations, the rates to be charged for the carriage of parcels wholly on the Accrington Tramways to be fixed and kept by Accrington Corporation. The accounts with regard to sums received for through parcels shall be rendered by each Corporation to the other on a monthly basis, and the sums due for equality of partition of such receipts shall be paid by the Corporation which has received the excess. 11. The Corporation of Accrington shall pay the Corporation of Blackburn the sum of 4 pence for every mile which shall be run by Blackburn Corporation’s cars over the Accrington tramways. A monthly statement shall be presented by the Corporation of Blackburn to the Corporation of Accrington, showing the mileage run by its cars on Accrington’s tracks, with the amount due in respect thereof shall be paid within one month after the statement is rendered.
