February The Electrical, Legal & Parliamentary Committee met, and the Borough Surveyor reported that the new extension of the tramway depot was almost complete except for the fitting of shutters. He stated he was doing everything in his powers to speed up delivery of these shutters, but the delay was due to war related contracts receiving priority. The Tramway Manager reported that following instructions, he now had a report on the working of the Rawtenstall extension. He suggested that all cars running between Accrington and Haslingden should be timed to complete their journeys in 25 minutes, instead of at present half an hour. Also they should depart the Market Place in Accrington 5 minutes later than at present. It was resolved he was at liberty to implement these changes, and take all the necessary steps to ensure the general public were made aware of them. It was then resolved to appoint a sub-committee to inspect certain crossings on the tramway, on which defects had been reported. The Tramway Manager then reported that the three new single deck cars had been delivered and were operating satisfactorily in service. March The Electrical Sub-Committee inspected the tramlines including a number of points and crossings, to ascertain which, if any, required repair or renewal. They then visited the depot to look over the new saloon trams, all of which had lately been delivered, expressing their satisfaction therewith. At a meeting of the Electrical, Legal & Parliamentary Committee, it was resolved to refer the matters of better ventilation and more efficient sand drying at the Ellison Street depot to the Tramway Manager and the Borough Surveyor. It was also resolved to renew the contract for the printing of tramway tickets, with Messrs Williamson & Co. of Ashton-under-Lyne, on the previous terms - 3½ pence per 1,000.
