He reported the contribution of £3,234 made during the year to the Depreciation & Renewals Fund brought it up to the March 31 st ,1913 requirement, in accordance with the basis as resolved by this Committee. This fund was now standing at £13,200 of which the entire amount was invested with Accrington Corporation and could be easily accessed if necessary. Of the balance of £460 carried over, part would be required for rate-aid in 1913-14 as already sanctioned by this Committee, whilst some would be available for defraying in part the additional cost incurred by the visit of His Majesty the King. It was resolved to adopt and accept the report of the Borough Treasurer on all these points. May At a meeting of the Electrical, Legal & Parliamentary Committee and in response to a request from Haslingden and Rawtenstall Corporations and on the recommendation of the Tramway Manager, it was resolved that between July 1 st , and September 30 th , a service of tramcars would operate between Accrington and Bacup on a 10-minute frequency. The Chairman reported that at his request the Tramway Manager had prepared a report with regard to the ‘extra’ accommodation for tramcars, which would be required at the Ellison Street depot. The Committee then examined a preliminary sketch of a proposed extension. It was resolved the Borough Surveyor should prepare plans for this extension to the depot. Also he should draw up plans for a shelter/waiting room on, or adjoining the Market Hall grounds. It was then resolved to transfer the unappropriated balance of £460 – 4s – 8d, from the Tramway accounts to the Borough Fund, for the purpose of defraying some of the costs incurred during the King’s visit. June At a meeting of the Royal Visit Committee on the 3 rd , they discussed the tramway services on the day when His Majesty King George V would be in Accrington. It was decided that services would be suspended along the route to be travelled by the Royal Party, until the procession had passed by as follows - Whalley Road Section from 13:00. The Electrical Sub-Committee met and resolved the Borough Treasurer should renew the insurance cover for all the tramcars. It was then resolved the Borough Surveyor should draw up plans for a tramway shelter, the suggested location of which would be on the easterly side of the Market Ground. He should then submit this plan to the Full Council, before conferring with the Market Committee. It was then resolved the Tramway Manager should obtain a double-faced clock to be fixed on a Tramway standard on the easterly side of the Market Hall, near to where the tramcars commence their journeys. The Borough Surveyor then produced a plan for the proposed extension to the Ellison Street depot, which would provide accommodation for an additional 24 tramcars. It was resolved he could proceed with these plans on the lines indicated and submit a more detailed plan in due course. It was to be understood however, that the extent of the additional lines as indicated, would not necessarily be installed at the very beginning. The Borough Treasurer reported to a meeting of the Electrical, Legal & Parliamentary Committee, he had received a number of quotations for insuring the tramcars. It was resolved to accept the one from the Commercial Union Insurance Company for a period of seven years at a premium for six years, for a net premium of 1/9d%. The Tramway Manager was authorised to liaise with the organisers of the Roman Catholic procession due to take place on the following Sunday, so as to avoid disrupting the tramway service whilst it was taking place. The Tramway Manager then submitted an example of a time recording clock, which would be installed in the tramway depot. It was resolved that a clock would be obtained for use in the depot, but not before other equipment and quotations had been examined. Peel Street & Market Place to Wellington Street, from 13:30.
