j) Every passenger shall produce the ticket for any employee of the Tramway Company on request, or in default, pay the fare legally demanded for the journey. k) Anyone who is not an artisan (skilled or manual worker), cannot use a ticket, or attempt to use a ticket intended for the use of these classes of workers. l) Personal luggage (including tools), shall be placed on the front platform of the car, unless allowed inside by the conductor. They should not be transported inside the car or upon the roof. m) No person who is not an employee of the Tramway Company will be allowed to ride on the steps, stairs or platforms of a car, or hold or hang on to a car or travel upon a car by any other means than by occupying a seat. n) No car will convey more passengers than it can accommodate as seated, allowing 16 inches for each passenger from side to side. o) When a car contains its maximum number of passengers that can legally be carried, no additional passengers will be allowed to board, and the conductor will not permit extra passengers to enter, mount or remain in or on any other part of the car. p) No persons shall attempt to board or alight from any car whilst it is moving. q) No animals, including dogs, will be allowed in the interior of any car, when it is judged that the animal would cause offence and annoyance to other passengers. When requested to do so by the conductor any owner of such an animal must remove it from the car immediately. r) No passenger will be permitted to travel upon a car carrying a firearm or flammable or combustible materials. s) No passenger shall wilfully obstruct or impede any employee(s) of the Tramway Company whilst they are discharging their duties. t) The conductor of every car shall enforce or prevent any breach of these rules and regulations. u) Any person found to be in breach of these Bye-Laws and Regulations will be liable to a fine of 40 shillings. v) There will be a designated and conspicuous place on every car where these Bye Laws and Regulation can be read. w) These Bye-Laws & Regulations to come into force on the 1 st of November 1886. The Common Seal of the Tramway Company was placed upon these Bye-Laws & Regulations on August 5 th 1886, in the presence of W. A. Cubitt and Charles Courtney Cramp (Directors), and Arthur W. Blunt (Company Secretary). Courtnay Boyle, the Assistant Secretary to the Board of Trade, gave approval on its behalf, that “In accordance with the provisions contained in Section 46 of the Tramways Act 1870”, these Bye-Laws and regulations had been passed on October 28 th 1886. June 29 th . The Town Clerk submitted a full draft of the amended bye-laws for the regulation of the Tramway to the General Works Committee following their acceptance by the Tramway Company. He recommended these bye-laws be approved as presented and circulated to the entire Council for their consideration. The Corporation declined to comply with a request from the Tramway Company to reposition the sand ovens in the Ellison Street depot, unless the plans were first passed by the General Works Committee. The Committee also received an application from The Tramway Company requesting a site on the space occupied by the ‘open’ market, for the erection of a waiting room for passengers. The Committee unanimously resolved not to allow the Tramway Company to have the requested site. June 30 th . This meeting of the Finance Committee received a letter from the Tramway Company to arrange the dates on which the quarterly payment of rents would be due. It was further resolved the Town Clerk should write to the Clergy Mutual Assurance Society to ask if they were prepared to accept a refund of £7,500, which was part of the money loaned to them for the purpose of building and equipping the tramway. Or as an alternative, would they be amenable for this left over money to be used for some other purpose, then to be repaid within a shorter period than the stipulated 40 years. Pending a reply to this question it was decided to advertise for loans for various lengths of time at the interest rate of 3½% per annum.
