The deficiency in the provision for Depreciation and Renewals for the year 1908/9 was £1,216 – 3s – 9d. November At a meeting of the Finance Committee it was shown that the Sinking Fund provision for the year 1909/10 was £2,610 which had been applied for with respect to the repayment of loans reported to the Borough Treasurer. The amount of the Tramway’s Loan on which interest was due on December 14 th , 1909 stood at £88,664 – 9s – 3d. December The Electrical Sub-Committee resolved that in view of the large number of complaints received about boxes and cases obstructing access to the stairway in the Market Hall, leading up to the Tramway Offices, to ask the Market Committee to take steps to give better access. It was also resolved the Chairman and Vice-Chairman, along with their counterparts on the Town Hall & Markets Committee, try to arrange easier access to the Parcels Office on market days. At a meeting of the Electrical, Legal & Parliamentary Committee held on the same day, it was resolved that a ‘small’ bonus of 1 shilling should be paid each week, to the motorman on each section of the Tramway who showed the lowest consumption of electrical current by his car. The Chairman referred to a minute of the Sub-Committee relating to the necessity of having a set of instruments at the Ellison Street depot for testing purposes in relation to this scheme. He stated he had examined a sample set, the purchase price of which was £33. It was resolved the Chairman should obtain this, or similar equipment, as he though best. The Chairman suggested the General Works Committee had successfully concluded terms for the purchase of a strip of ‘vacant land’ at the junction of Ellison Street and Blackburn Road, for the construction of a triangle of lines. This would make access in and out of the tramway depot easier for the cars. It was then resolved the Borough Treasurer should charge the cost of this land to the Net Revenue Account of the Tramway’s department. At a meeting of the Town Hall & Markets Committee the Market Superintendent was instructed to take measures to ensure that the staircase leading to the Tramway’s offices was kept clear of obstructions, whilst the question of extra office accommodation for the Tramway’s Department was also discussed. 1910 (Negotiations with neighbouring authorities on the apportioning of revenue and expense would continue, but the wrangling over the rateable assessment of the tramway was to prove contentious. Labour relations and the carriage of parcels traffic would also be on the agenda.) January At a meeting of the Electrical, Legal & Parliamentary Committee the Chairman and the Town Clerk reported on an interview which had taken place between their Sub-Committee and representatives from Haslingden and Rawtenstall Corporations, on the 17 th and also of a conference held in Haslingden on the 26 th of January between the three parties. They stated that a full report would be placed before this Committee following receipt of further communications from the other two authorities. February At a meeting of the Electrical, Legal & Parliamentary Committee on the recommendation of the Chairman, it was resolved to obtain three armature trucks at a total cost of £7 – 2s – 0d, for use by the Tramway’s Department. The Tramway Manager was authorised to advertise for tenders for the supply of stores for his department during the coming year, also for uniforms for the staff for the same period.
