These with the possibility of more request stops at Avenue Parade and Stanley Street on the outward journey, whilst on the inward journey the stop at the lower Oak Hill Park gates being a compulsory one. At a meeting of the Electrical, Legal & Parliamentary Committee it was resolved to request the General Works Committee to take over the supervision of the Tramway’s maintenance and repairs, the costs of which should now be chargeable to that department. It was further resolved to obtain prices for two air compressors which would be required for cleaning the motors and dynamos on the tramcars, also that a Sub-Committee look into the question of heating for the tramway depot. The Borough Engineer reported that car N o 4 had broken down and it was decided the Sub-Committee should supervise its repair. It was further resolved that six ‘split bases’ for the tramway’s poles should be sourced from Mid-British Engineering, of Cradley Heath, which were similar to those supplied by Brush, but at £1 – 10s – 0d each. The Town Clerk reported the Corporation had been served with a County Court Summons claiming damages of £31 – 10s – 0d, caused to a Mrs Broadley of 184 Burnley Road, for an accident which had occurred during the reconstruction of the line. The Town Clerk was instructed to defend this action. February These supplementary regulations were signed by Order of the Board of Trade on February 3 rd 1908, the Assistant Secretary to the Board of Trade, G. R. Askwith. THE BOARD OF TRADE REGULATIONS 1908 with regard to amendments to speeds i. The speed at which the tramcars will be driven or propelled along the tramways shall not exceed the rate of 12 miles per hour on the following sections – • On Blackburn Road between the Town Hall and Market Street, Church. • On Whalley Road, except between Eccles Street and the Lancashire & Yorkshire overbridge on the inward run, and between the Hare & Hounds public house and the Leeds & Liverpool Canal terminus on the outward run. • On Manchester Road except between the Oak Hill Park Gates and Syke Street on the inward journey and between the Railway Hotel and the Borough Boundary. ii. Shall not exceed the rate of eight miles per hour on the following sections – • On Peel Street. • On Blackburn Road between Abbey Street and the Town Hall. • On Manchester Road between the Oak Hill Park Gates and Syke Street on the inward run. • Between the Railway Hotel and the Borough Boundary. iii. Shall not exceed the rate of six miles per hour on the following sections – • On Union Road in Oswaldtwistle between Stone Bridge Lane and Tinker Bridge on the inward run. • On Whalley Road, Eccles Street and the Lancashire & Yorkshire overbridge on the inward run, and between the Hare & Hounds public house and the Leeds & Liverpool Canal terminus on the outward run. iv. Shall not exceed the rate of four miles per hour on the following sections – o Through all facing points, whether moveable or not. o On the bend between Blackburn Road and Market Street in Church. o On the bend between Peel Street and Whalley Road. o On the bend between Whalley Road and Burnley Road. o On Burnley Road between Melbourne Street and Whalley Road on the inward run. o On the bend between Peel Street and Abbey Street. o On the bend between Abbey Street and Blackburn Road. v. At all other locations the speed shall not exceed 10 miles per hour . BYELAWS (1) The entrance and exit from the carriages shall be by the hindmost or Conductor’s platform, except at a terminus when the cars are stationary. (2) The cars will be brought to a standstill whenever it is necessary to avoid any impending danger, and immediately before reaching the following places –
