The Borough Treasurer’s Report I beg to submit the probable financial implications of the proposed electrifications of the tramway and its extensions to Oswaldtwistle and Huncoat a follows - BORROWING POWERS 1. For the construction of the new tramways and the reconstruction of the existing system, £70,000 to be repaid within 30 years. 2. For the electrical equipment for use on tramway, £40,500 to be repaid within 20 years. 3. For the purchase of rolling stock of the Accrington Steam Tramway Company, and other incidental expenses in connection with the tramway, £7,000 to be repaid within 10 years. 4. For the purpose of lands and properties, £5,000 to be repaid within 50 years. 5. For meeting the cost of the Act of Parliament, (one half [£1,087] coming from the Borough’s own fund), £2,175 to be repaid within 5 years. TOTAL = £123,587. At the expiration of the lease of the Steam Tramway Company and before any capital expenditure is incurred in connection with the electrification, it will be necessary to make annual provision sums in respect of existing expenditure as follows - a) For tramway works @ dividends of stock = £1,046 – 8s – 0d. b) Redempti on of stock @ £332 – 3s – 0d. c) Ground rent on depot @ £69 – 0s – 0d. d) For the cost of the A.C.T. Tramway Act 1882 redemption of debt & interest thereon @ £78. e) For the cost of the A.C.T. Act 1905 redemption of debt & interest thereon @ £250. TOTAL = £1,775 – 11s – 0d. Lengths of line open for traffic - Single line, Corporation owned = 4 miles + 132 yards, Company owned = 3 miles + 616 yards. Double line, Corporation owned = 1 mile + 550 yards, Company owned = 1,254 yards. Totals, Corporation/Company owned single line = 7 miles + 748 yards, double line 2 miles + 44 yards. Grand total of lines 9 miles + 792 yards. Traffic over the Accrington Steam Tramway Company over the past four years.
