February The Legal & Parliamentary Committee heard a letter from the Clerk of Church District Council suggesting a meeting with a small deputation to discuss the possibility of an extension of the tramway into Oswaldtwistle. It was resolved the Chairman and the Town Clerk would form this deputation in order to represent the Council . The Finance Committee reported they had taken out insurance for the Ellison Street tramway depot for the sum of £4,000. ( Extracts from ) LANCASHIRE ELECTRIC POWER ACT 1904 , ( Section 37) Dated June 24 th ,1904 (Sesser of powers) of the Act 1900, shall be read and have effect as if the words “the sixth day of August one thousand nine hundred and two” had been inserted therein in lieu of the words “The date of the passing of this Act”. Date August 6 th 1900 (same Act). Whereas the persons in this Act named are willing at their own expense to construct a generating station and works to supply electricity, within such area under the powers and subject to the conditions contained herein, and it is expedient that they be incorporated into a Company for the purpose mentioned, and that the powers now contained within this Act be conferred upon them. Those named are George Caldwell, Henry Edmunds, William Henry Gripper, Malcolm Guthrie, Walter Bernard Hopkins, Frederick Kitchen, Robert Matthews, John Edward Prestwich, Norman Scott Russell, William Watson Rutherford, Geoffrey Blundell Samuelson, Robert Percy Sellon and all other persons who have already subscribed to, or shall hereafter become proprietors of the undertaking and executors, administrators, successors and assigns shall be and are hereby united into a Company for the purpose of generating electricity known by the name “The Lancashire Electric Power Company”. The first Directors of this Company will be Messrs James, Francis, Gripper, Hopkins, Russell, Samuelson and Sellon.
